Senator says ITC decision on Cleveland Cliffs is confusing to everyone

Weld said the decision was forced by the recent decision from the International Trade Commission. The Commission rejected a claim by the US Department of Commerce, dumping its tinplate products on the US market at a significant rates, causing a competitive imbalance.
